A CIRENCESTER father fears the build up of bin bags strewn down his street pose a health and safety risk.

Andrew McAvoy, of Chester Street, complained to Cotswold District Council about the level of rubbish in Cirencester since the new waste scheme began last Monday.

Rubbish collectors will not pick up bin bags unless they are in the grey bins provided by CDC.

But Mr McAvoy said the problem is the grey bins are too small for the average family.

"My very small garden is now not safe for my two-year-old daughter to play in due to the presence of rodents that have taken an unhealthy liking to the contents of the various refuse containers," he said.

The town is littered with discarded bin bags as confusion reigns amongst the residents about the new collections.

When Mr McAvoy went to walk his dog on Wednesday he saw rubbish all over Victoria Road.

He said: "It was an absolute mess and Watermoor looked a complete state. I assume it is all going to be left there.

"Every attempt to try and talk to somebody at the council has been met with complete inertia."

A CDC spokesman said: "Black bin bags left out at kerbside will not be collected. This information has been clearly stated many times in leaflets, postcards, adverts, press releases issued by the Council and at roadshows."

He said the standard size grey bin is 180 litres but families of five or more people or families with two or more children in disposable nappies can request a 120-litre bin in addition to their 180 litre bin.

He added: "For the vast majority of households, a 180-litre bin is big enough for a fortnightly collection of non-recyclable landfill waste provided that they make use of all the recycling and composting opportunities available under the new service."

Well rubbish wouldn't be everywhere if they had provided better information about the new scheme and if they had bothered to make sure everyone had the bins in time. I'm still waiting for mine even after calling 3 times a week for the past month. CDC get your act together!!!!

That's great for those lucky people who have actually received their wheelie bins! What about us poor people that for some unknown reason the council has not delivered the new bins, despite repeated phone calls to them?

I have no garden but recieved 4 green bin licences without applying or paying for one! The whole thing is a joke and should be sorted before the level of rubbish builds up so much that it ruins are beautifull town!

What an absolute mess this beautiful town has become, no matter where I go all I see is mountains of black bin bags being ripped open, its discusting and the council need to be held responsible for it, after all we all pay our council tax and for what. They wont be happy untill people are starting to get ill. We get the message about recycling which we are all doing our bit but to not collect extra black bags is just ridiculas. Just except that you have made a bit of a mistake swallow you pride and act now before it is to late.

perhaps if the residents got off there backsides and protested about what really matters like parking in chester street the bin men would beable to collect there rubbish so many residents make out like this new scheme happened over night but it did not its one of the biggest changes in the district since world war two and yes there have been some problems but if residents work with and not against CDC the new service will get better more quickly and cotswold district recycling figures will get even higher as it is we have some of the highest figures in the country and still people moan as well as abuse and threaten the refuse/recycling collectors who are also tax payers incase you had forgot and remember if residents recycled rubbish instead of spouting rubbish then the new service will surely improve
